Beta 10: Time zones support, fixes

Beta 10 introduce time zones support in Numi. So, you can get current time using New York time or Time in Madrid, convert time like 2:30 pm HKT in Berlin or 13:30 PST to local. All date time results updated automatically.

Now Numi support output in binary, hex, and octal. Formatting syntax was revisited a little. So, now "#" used for titles, and "//" is used for comments. Both expression are not evaluated, but title has more bright color.
